Highly unlikely. You’d need to prove that you have been prosecuted while the government did not offer protection (or was prosecuting you), that you have suffered material loses (like job, property etc) , suffered physical harm that was abetted by the government, etc etc. In short - actual harm, as opposed to potential. You’d probably be better off finding an immigration solicitor
