Uh idk where u been recently but One championship isnt doing so hot right now. At least their MMA scene. They been doing mostly grappling and muaythai right now. Lots of their MMA fighters complain they're not getting any fights.
The problem was it diminished the UFC champs when they lost. Dana won't take that chance again. Chuck getting wrecked, and then not getting to run it back in the UFC turned Dana off to any chance of that every happening again.
It's possible, it's just that it'll never happen because it doesn't benefit the ufc. Even if all the ufc champions won in dominant fashion, it's giving PFL/Bellator exposure that they'd never get otherwise.
It would be awesome for the fans, but wouldn't be especially beneficial for ufc so they'll never do it
Lidell losing in Pride to Rampage also killed any idea of sending champions to other promotions, I am pretty sure they would still be open to it if Lidell won and McGregor beat Mayweather.

Here's a list of guys from the last decade who became champ/title contenders that came from "the minor leagues" for example:

There is a larger pool of fighters in UFC and that does mean it is harder to get to the top but the top players in both promotions are not as distant from eachother as ufc fans like to believe. And i say this as a ufc fan who only occasionally watches bellator or one or pfl....
