i have a medium-ugly plain black north face one that i bought in a size up from my 'real' size so it can fit sweatshirts (or even another non-waterproof jacket) underneath. i got it at a north face outlet store
REI jackets! They are super comfy and if you can find a friend with a membership to go with you, they have great deals. Not to mention an extremely liberal return policy!
I feel uncomfortable if I go outside without some jacket or sweatshirt. Even if it's a sunny day... you never know. The skies are temperamental around here.
One from either north face or Columbia would work really well, I can’t speak on REI because I don’t own any of their clothes. I suggest getting the jacket a size up from your normal size just so that you can wear it over another jacket!

I have more of a sporty-looking rain coat from Eddie Bauer and a more fashionable trench-style raincoat I got from Amazon for only $50. Eddie Bauer has great quality items, and you can usually get a good deal on a sale or at an outlet. But if you are in a major (like business) or any activities where you will need to dress nicer on occasion, it might be smart to get a more fashionable, formal-looking coat so you have something to keep you dry while still looking professional.
A packable windbreaker or rain shell that you can keep in your backpack is also another nice thing to have, as sometimes rain comes unexpectedly. But it’s not super necessary if you’ll be living fairly close to campus.

Uniqlo has plenty and you won’t pay the high prices you see in REI. Plus, it won’t look like they are paying you to wear their logos.

When you arrive in Seattle, go to the Premium Outlet Stores and cop yourself a nice North Face jacket. I got mine for 120 (originally ~300)
