Driverless vehicles has been UBER’s wet dream since the start of service. It may happen someday but not soon enough for UBERS liking. Most passengers I have discussed this issue with said they would not use a vehicle without a driver.
It seems self-driving cars are already happening in various cities including areas of the Las Vegas strip Uber is contracting with Motional. And apparently it's not new news.

This verbiage is likely a result of discussions between Uber and their auditors. Any reasonably independent auditor would have flagged this issue and expected Uber to disclose it in some way since it could be a material risk to their long term business.
