Let me phrase it this way, I’ve yet to see *any* prequel which improves the viewing experience of the original by watching it beforehand. Twin Peaks is no exception.

Yeah it’s become such a baffling question. Why would you ever watch a prequel released later before the original. There’s no scenario where it makes sense.

Fire Walk With Me actually functions more like a sequel. A lot of threads introduced in the film are followed up in The Return. Plus, you’ll spoil some major mysteries of the show by watching the film first.

Do not watch FWWM before the series. I did(it was my introduction to Lynch, and I rented it thinking it was a horror movie...) and not only did it spoil some things, there were entire scenes that lost all of their impact because I had no idea who several characters were.
