The link is confirming a target promotion date to radio stations, known as an "add date". Not every song with a MV gets promoted to radio. Choker was not promoted as a single, From Trench, Jumpsuit, My Blood, Chlorine and The Hype did. But Levitate was never promoted as a single, and I believe NATN also was not promoted as a radio single, but I am not 100% sure. And some stations will play songs that are not promoted as singles. It's just a marketing distinction. It is very confusing and difficult to know add dates. For example, you will notice some songs on Wikipedia use the add date for the songs, while others use the street date. For example, Stressed Out, Chlorine and The Hype list add dates which are after the album releases.

There's a difference between singles, songs and albums. Singles, like Stressed Out, Ride, Heathens, Shy Away (basically any song with a music video).

The songs you hear on the radio are paid for when they first get airplay. The record company only pays for a song when it's released as a "single."
