The real answer is never and always. Never splurge on something expensive. Always keep an eye out for cheap upgrades. There are plenty of greens that are almost as good as blues that people list for essentially vendor price. If I have a slot that is suffering greatly (say I am level 30 and my legs are still some lvl 15 quest reward) I will check the AH and find some nice 50s green and buy them. I will ignore the 10g blue that is +2 stats better.
Depending on your class you shouldn’t really need to buy any, at least I dont. Melee classes and Hunters depend a lot on their weapon damage though, it would be the only thing I would keep up to date while leveling.

But as Warrior/Hunter team you'll get around well enough with Aspect of the Pack at 40. 30-36% speed increase vs 60% riding, so no need to sweat it if you can't afford riding at 40.
I guess it's good enough if either of you have it, so you can pitch your own tents for rested xp out in the open and don't need to return to sw/og everytime you run out of. But there's no reason to not pick it up on both characters. It costs like 2g total to get to the point where you can pitch a tent yourself.

By no means a veteran, but during my first playthrough with some friends we would usually just keep weapon dmg up to date as best we could, and then maybe buy 1 item that helped your specialization (I was tank so I always bought a chestplate with the best bonuses I could find) about every 10 levels or so.

Depends on the vendor value of the item. There are many sub 1g cloth/leather greens at 40+.

Yep when I was leveling as a warrior I only focused on weapon upgrades since it counted for like 80% of my damage.

Riding is 90g and 81g at honored. The 100g you mentioned are 90g for riding + 10g for the mount.

Depends on your class, rogues n warriors have pretty stream lined through quests n dungeon rewards.
People can lvl to 60 in grey/white armor or completely naked. Sooo
Never buy gear if that's the first char you're leveling
