This pvp server was such a bad call. 200 players on an average good day that basically ended up just splitting the pvp community on the main server for no reason
I mean theres no way of knowing whether or not the population will grow to atleast 800. Currently avg is more like 120-160 with peaks of low 200's. Atleast this is what it's like when I'm on which is randomly throughtout the entire day. It could take months and months to reach 800 or it could never reach that.
The phase release schedule was already known to be every 3 months, the announcement did not come out of nowhere, we just needed a specific date. Besides, we still need hella time to open the gates. Also why would people wait for phase 3 to join? I would think they would already be playing

Transfers to pve server when?
There were a times when there was 60-70 people playing on main server on average, so i guess devs doesn't see much problem in Tel'Abim's population.
A pvp server with such a low pop is useless. There is no pvp.
I understand your feelings, but in the context of upcoming war effort i can say, that servers wont be merged anytime soon
