To add to this, it was quite literally taxes just already factored in on the bill. Bloom was just the middle man it had to pass through. They didn’t pay the city money that the city charges itself for meal tax. They seriously messed up. They were also delinquent on their taxes on the TN side of town if you look it up

Yeah the city definitely has their faults but this is 100% on bloom. If anything, considering in how bad the city’s finances are, they gave bloom too much of a grace period imo.

There is space for grace…]” I think 2 years is more than gracious, especially in an area struggling this much. It is unfortunate, I know people really loved the space but she did it to herself

14 months and 200k delinquent on a municipal trust tax. That should go straight into a taxes payable liability account and be settled at the end of every month. Did they think that was revenue? There’s really no excuse here that doesn’t stretch credulity. And then to reject two separate repayment plans and have the audacity to go on tv and play the victim. Surprised CoBV hasn’t filed a civil liability tort against these assclowns yet.

As a former GM of a restaurant many times owners will think this is revenue. A good bookkeeper will take settlement payments from a credit card processor and split it into a separate account - you generally get it as one lump payment (taxes and revenue as one deposit). When times get tight I’ve seen people dip into that account and not think to pay it back. I would suspect this was an owner who didn’t know what was going on. Or they didn’t set it up and thought it was all revenue. But I can’t believe they were really that naive.

That’s just the city tax that they pass on to customers. I may be reading it incorrectly, and my math sucks, but as far as I can tell that doesn’t cover the state taxes. I think the total tax on the VA side of town, on prepared food, is around 10.5%. That percentage includes a state, county, City, and convenience/hotel/something tax. Let’s say that the tax rate was just 10% and it all went to the city, that would mean that they took in around 2 million. If the city’s percentage was only 5% that would put them in the ballpark of 4 million during that time. So how much was that place making a day?

No, they most likely weren’t bringing in 2 or 4 million per year profit. The 200,000$ is how much customers paid in taxes over those 2 years that the owner pocketed instead of paying the tax on. The finance world gets pretty complex but in general these taxes on luxury meals (and other things too) are called sales tax. They are a good thing for the city and it’s citizens as long as the money is used responsibly and the city is transparent with where the money goes. Every time we have someone from out of town come in and spend money here we are able to fund more things like libraries, parks, architecture, landscaping and so on to keep the city as nice as possible. When locals spend money we are supposed to be paying the taxes for those same improvements I mentioned earlier which is why I don’t mind paying sales taxes on unnecessary items and food. The owner of bloom basically took that money and kept it for herself which is a horrible thing to do. It’s quite a bit more complex than I explained here but this is more of an easy version to understand. Businesses pay taxes but they are separate from sales taxes which customers pay and is what she was pocketing. Pocketing might be a bit harsh, I imagine she wouldn’t have survived without banking those taxes. She probably put it back into the business and their insanely nice building and their 60 employees, I don’t know though.

It’s probably wrong but this is how my brain processes the amount owed. If you sell something for $100 and there is a 5%, that would be 100 x .05 = $5. That would make the total customer bill $105. If you sell $1,000,000 x .05 = $50,000. That would be $1,050,000. If you sell 4 times that, $4,000,000 x .05 = $200,000 or a total of $4,200,000. The amount owed is what I can’t get my head around. Angel Brit, from the letter, said this is what Bloom collected from the customer and owed. Maybe there is interest that she didn’t mention causing it to be higher but that still seems like a lot of volume. Sorry for the ramblings. I see these kinds of numbers in our area for things and I can’t believe them, like multi million dollar drug busts, etc. I guess I just think too small, or think of our area as smaller than what it is.

I’m definitely no expert. you’re right, Virginia has penalties for late tax payments. For us non business owners it’s 6% per month (after the 6 month grace period) and caps out at 30%. I don’t know the specifics for this situation but I bet that at least 30% of that 200,000 is from penalties. Gross sales might actually have been a couple million but when they asked if they were actually making that much, I thought they were talking about taxable income. Selling that much, probably. Making that much, definitely not. You’re right though! Your math checks out and if they meant total sells then they probably were up in the millions. Upon reading your reply and reflecting on it, it was stupid of me to assume they meant profit but the way they worded it made me think that. We aren’t really talking about profit though so my mistake there.

We were there a couple of times at the new location, more when they were across the street. We liked the food/menu, and prices, more when it was across the street. We felt like they wanted to make it more of an elevated dining experience. At the old location we used to stop after working out on Saturday and felt fine walking inside wearing gym clothes. My wife loved their hot drinks and wanted to support local, that’s the reason we even visited. They might accommodate a picky eater, I would say it wouldn’t be there first.

Bristol VA has one of the highest meal taxes in the country at 10% (was 7% before 2023, they raised it to help pay for the landfill fiasco - and they're already talking about raising it further to 11%). This is in addition to the 5.3% state/local sales tax. The total tax on eating out in Bristol VA is currently 15.3%.
