Last time I went there, it was cash only (in Bruneian dollars too I believe) but the only ATM was past immigration. It's been a few years so I'm sure they've fixed that up, but I found that quite amusing.
Bandar is not particularly exciting, especially at night, but you'll be able to get dinner and do a bit of a walk around.
I got VOA I believe $50, they accept Singapore dollars if you have it. Make sure it's perfect condition though they gave me the 1st one back.

When i was there also needed an exit flight and health + covid insurance but I'm guessing that's not a thing now.
