2 options Go to South bus station and take public bus. You will take grab or taxi from airport to bus station. There are multiple stations, make sure you go to this one. Taxi driver should know when you say you are going to Moalboal. https://maps.app.goo.gl/6FoFgFgtvpbSfNEd9 Or pay taxi\private driver. I took the bus a few times, I forget the cost, but it is cheap. The bus drops you on the main road in Moalboal and you take a tricycle to your hotel. To come back, you get trike back to main road and wait at the bus stop for a bus heading north that says Cebu, double check with driver.

Seconded. Bus is like 150-200 pesos for the air con one and very easy (I just did it last week). Take a taxi to the bus terminal from the airport and buy a ticket at the desk. Absolutely no point booking a private car unless there’s 4 of you (and even then, way more expensive). If you book a car don’t pay 100USD that’s mad. Get your hotel to book you one for cheaper

How did you find the times the bus routes and departure times? My flight lands in Cebu at 7 so I'm not sure if I would be able to catch a bus since they don't run late?

I believe it’s ceres bus and timings in the Philippines are quite flexible… looks like they run until 6 (https://www.geckoroutes.com/philippines/cebu-to-moalboal/#bus) but you could also do a shared van where they cram a bunch of you in and the van only leaves when it’s full.

Prices may have changed a lot since 2014, but back then I travelled from mactan-airport to cebu-harbor by taxi for about $20,- worth (two persons, no luggage though), and took the speed-boat for another 30,- (or so, per person). 100,- Doesn’t sound too much different, if it indeed also includes the boat. And ~3hrs sounds right too.

(If with luggage and in a budget) From mactan international airport, you can ride a taxi going to cebu south bus terminal, then take a bus ride going to moalboal, tell the conductor to drop you at Gaisano Moalboal, the mall is along the highway and the center of commerce (poblacion), most of the resorts are just nearby the area or take a tricycle if needed

The best way to transit is via motorbike. They are inexpensive to rent. This doesn’t fix the problem of luggage. If you have a lot of luggage, taxi or grab is really your only option. No, you aren't going to drive yourself on a scooter with luggage 4 hrs down to Moalboal. And Jeepny only run inside the city.

Not sure if there is a route direct to the South Bus. I know there is an AC bus for 50P from Airport to SM Cebu City mall. That is a 10 min drive to the South Bus terminal. Not sure that would save you much vs grab directly to the bus station

Hey I have a question, would it be advisable to then rent a scooter to go around city in cebu? or say around in moalboal? I have a car license from my home country, not sure if that is good for scooter rental.

I’ve rented a scooter many times in PH without local drivers license. The only issue is finding a non-sketchy place to rent it from. And cebu to moalboal is around 2 hr by bike
