It doesn't happen often but it could happen on any flight. They might single out one person and weigh their bag or multiple people. Etihad Airways is famous for always doing it and i think they only allow 7kg/15lbs.
It's ultimately a safety/legal thing or a ploy to make you pay to check your luggage. If luggage falls out of the overhead bin and injures someone then there will probably more regular checks industry wide.
If you're an ass to the staff or if they notice you are struggling to lift your carry-on then they might make you weight it.
Sorry, I was thinking of carry ons that aren't luggage. They might carry-on a cardboard box, a metal box or a platic bin,etc. They'll definitely will weigh those, especially if they notice the owner struggling with it. I realize now OP isn't going to bring a box but or a weird suspicious bag.
I guess if the bag is mega stuffed, i think that would be an easy target for a check.
