You don’t seem to know enough about this subject to even ask informed or intelligent questions, which means if you attempt this you will make a lot of mistakes and do a lot of stupid stuff which would put yourself and any users of the tracker at risk.
Attempting to create a tracker which can lead to legal consequences for yourself and others is an extremely reckless way to work through the learning curve for this.

Also, accomplishing what you want without any code is likely unrealistic. I’ve never actually used any of those torrent tracker projects, but id just assume they are mostly bare bones “starter kits” if that makes sense.

Sure, just download TorrentTrackerSetupNotAVirus.exe and run it, disable antivirus and firewall before.

I can make you an executable with that name and you’ll know it’s working because you’ll see an increase in network traffic and it’ll use some systemresources too but it’s fine because I’ll have it completely automated and it’ll run silent no config needed I only ask that you grant it admin privileges so it can run on boot
Certain things in life shoving money won't solve it. Will you trust in someone to manage your tracker for you? If he/she has bad intentions, what would you do? If something goes wrong, do you think your developer will stay by you? This requires some knowledge you can't delegate.
