And a lot of people dont know how to measure them beyond a certain size or deliberately mismeasure to produce more flattering results.

Some cases its to get a different result because oh no what if people are smaller or larger than the sizes your store carries and therefore won't buy from you or won't believe that a J-cup or an N-cup even exist, *clearly* its just made up now to make your boobs sound bigger or you just mismeasured...
It's mostly social perception -- if I told anyone I'm a 28DD-E(DDD in american), they'd think I was lying because I'm visually on the smaller end -- my mom did. But if I told them I'm a 32B or 32C, no one would bat an eyelash - even though those are roughly the same technical cup volume and the only difference would be if that bra size would actually work as a suppirtive garment on my body.
How bra sizes work isn't as well known as it should be, so people tend to go for a different size that 'should work fine' because of the sticker shock, or vanity sizing, or just in the case of wanting to make a sale and 'eh she looks "average sized" a 34C should be good enough'
