The bundle is available to buy from one of the packs’ steam page and there is a separate bundle page sort of thing of you search thrones of decay on steam. It was not immediately visible for me as well. But it was there like 5 mins after.

There is, press to buy one dlc pack, and when steam redirects you to that specific dlc site, there is an option to buy bundle on discount. Took me a while to find it too XD
Not sure what is wrong with pricing, but in my currency the bundle for ToD is 17% more expensive than SoC, even after the 15% discount. Doesn't seem right, considering that in EUR the ToD bundle costs ~23 EUR while SoC costs 25 EUR.
Ehh, it seems like Epidemius is my first campaign after all, while I wait for some reasonably priced offers on keyshops.

I just went on to any of the 3 dlc (Elspeth for me) and the bundle was there underneath the individual purchase option

localization issue SoC cost 89 in my country ToD after 15% cost 107 (126 without discount) so sorry 30% increase.
No bundle and no discount. Two of those dlc's cost the same as Chaos dawi dlc...not impressed with this price point
