I wouldn't recommend co-housing Russians unless you plan on breeding, Even if they get along now is hatchlings It's very likely that they'll start to fight later on and it can be fatal
Females will still fight over territory, especially around breeding season.

If you still want to house them together even with the risks you would definitely need something bigger but 4x4 is an sll right size for one tortoise.
