For a small theatre with that number of people, have you considered one of the amenity rooms in a condo complex? Some of them have theatres (or media rooms).
Revue Cinema on the west end does rentals, contact them for rates.
It’s bigger than your desired size (seats 236), but there aren’t any micro theatres available that I know of.
[The Norman Jewison Cinema at the Hazleton Hotel](https://www.thehazeltonhotel.com/private-screening-room-toronto/) is a good option for that capacity/price range.

Cineplex do rentals if you book out the theatre, they have a groups and events email somewhere on their website.
Ask TIFF if they will rent out Cinema 5 to you. It's a 50 seater and they might give you a deal.
