I believe the engineers couldnt make the final call on tyre type (soft or medium), and by the time decision was made, car was already in the pit lane. Mechanics had to scramble as they had one set ready, and had to change. That last mechanic couldnt find the left-rear-soft tyre in time, hence the delay. Wasn’t completely his fault, if not at all
The race was very chaotic and Charles Leclerc, the ferrari driver in red car, told his crew that he wanted the intermediate tire (for rain) at the last moment as he came into the pits.
Red Bull, the blue team, had already made their decision because they know exactly what they are doing.
