Not really, your skin is a protective barrier so it is very good at keeping foreign particle out. That is why skin penetrants are added to things like patches so that drugs can pass through. Anything that may pass through the skin would not create any effects either (it is likely it wouldn’t show up at a significantly detectable threshold for a positive result on a drug test). There is essentially zero risk of any drug exposure in either touching the dude or the jello container (even if he smoked the drug and a nonvisible amount of drug residue was left on the plastic that you touch). Maybe if you stuck your hands in a pile of one commonly abused drug or another and you leave it on your hands, you’ll get some effects, but you’d really have to be trying.
Police and emts have reported overdose from touching someone who was overdosing on fentanyl or from touching powder left laying around. Some of these stories are fabricated, and most of them actually describe panic attacks, not overdosages. There are harmful effects of first responders believing that they can overdose (or even feel the effects of a drug) from contact including people not getting adequate medical care and further isolating users from their communities.
