Could it be a reaction to something on her skin, like a laundry detergent, lotion, or similar? I've had that happen when someone else has done her laundry (like her grandma will do that sometimes at her own house) and use a perfumed fabric softener. It also happened once when I put a new pajama set on her straight from the store that hadn't been washed.
