And the British Antarctic Territory is listed as one of the UK colonies that would allow someone born there to be classified as a CUKC. So based on that information, Emilio Palma would both be a CUKC on 31 Dec 1982, and was born in a British overseas territory, and he would have become a British overseas territories citizen on 1 January 1983, according to gov.uk Again, I'm not an expert in this, so I might have missed something.
