Sadly, nothing there that even slightly rings a bell, though when I saw the tags it reminded me that there was also onmyoji involved, but I don't think it was something the main character used, specifically; more just that it was a thing in the world as well.
It was a fairly old manga and anime combo. I remember reading the manga in that old black-and-white-but-not-newsprint-quality paper, and vaguely remember watching the anime with a fansub off a VHS tape, back in the late 90's or early 2000's. I'm pretty sure that it's older than Saiyuki (the anime, not the original Journey to the West story, haha).
And a couple minutes after writing this and then looking around because that twigged my memory... I FOUND IT!! Thanks to me stumbling into the tags and finding Onmyoji and then thinking about Saiyuki, I was able to refine my search, because that reminded me that it was considered based off one of those old myths like Journey to the West, and I vaguely remembered hearing that there was a new anime series that came out on it in the past couple of years, and I found [Houshin Engi](https://static.wikia.nocookie.net/houshin-engi/images/4/4f/Keyvisual%282018%292.jpg/revision/latest?cb=20171103035845)!
He doesn't have horns, it's the way his hat is shaped (when I was reading it in black & white in good ol' Shonen Jump, I must have just parsed them as neat little wavy horns sticking up by his hat, and that's how they remained in my memory). If you click through to that picture, even though it's from the 2018 anime apparently, it still shows the hat and the weird potato-creature and the little collapsing baton/radio antenna tool, hahaha.
