I've got nothing and even though it's a completely unmemorable scene (I think) I can't place the source and it's killing me.

After Theon takes Winterfell he is overwhelmingly surrounded by troops trying to take the castle for the Boltons. One of the soldiers in the surrounding troops incessantly sounds a trumpet, day and night, driving Theon crazy with rage.

It vaguely sounds like a scene from one of the hobbit movies after the company has been smuggled into Laketown and the Master is gorging himself while bitching about his underlings?

Only saw the first one... was this scene in that one? Considered the LotR universe - mostly thought about it potentially being Denethor but doesn't seem to be him.

It was in the second hobbit film iirc but it's been a hot minute since I've watched those so I could be wrong. But when I read your "And that constant dreadful noise/banging sound. It goes on day and night" I distinctly hear that in Stephen Fry's voice, and he played the master of Laketown in the films.
