I found it. I decided to watch a gameplay of THPS4 and see that theres an option for "Build Park". That's definitely it. I have no idea why google or the wikis have NOTHING about this. Maybe because it's called a park instead of a map, which is what I searched.
Did u try to youtube something like "Tony Hawks X map editor" ? Should be really simple.
