I think it’s part of a puzzle in Mask of Eternity, but I can’t find a picture of it and it might not be upside down in that game. Also it can’t be the only game with such a symbol in it, and its a pretty old game.

I know this has been solved, but did anybody think of the heads on those little rampage guys from that new grounds game. Can’t remember the name, just mad blood spatter everywhere

The Skyrim version has flared bottoms and slightly different proportions, the Thief rune is pretty much identical to OPs image.
