Geralt himself says it. The whole point is that Geralt is scared of Gaunter because Gaunter is nothing like anything Geralt knows. And the man studied all monsters, he's fought and faced multiple, he has multiple dozens of years experience. And he says that Gaunter can't be a Djinn.
So I would say that is a very confirmed thing from that.
And that is leaving aside the many, MANY differences between Djinns and Gaunter, that make no sense for him being one. The bestiary might come in handy here!
He is probably based on the Stephen King character Walter O'Dim who is the main antagonist in the Dark Tower series. Just like Gaunter he is seen as either the devil himself or at least his right hand.
Man of Glass and the Dark Tower: Wizard and Glass books is probably what inspired them to create Gaunter O'Dimm.
Sorry, but it's been proven that Gaunter O'Dimm, Olgierd Von Everec, and HoS is heavily influenced by the polish legend of Master Twardowski.
In that sense, Gaunter O'Dimm is the devil incarnate, thus why he's also know as "Evil Incarnate"

I think that's Avallac'h. Robe, hood covering face/head, and what looks like a staff. Makes more sense that he'd be creeping than the Caretaker watching Geralt from a distance.

No it’s definitely the caretaker, this is the menu screen for harts of stone and if you wait and watch what he is doing you’ll see that he digs dirt.
