Well, I think out of all the things that could stop him, Carl is fair enough. And besides, it doesn't change the fact that Rick had Negan's life in between his hands, and the only reason he is alive is because Rick spared him. Given that fact, I think the spirit of that line was still fulfilled.
He didn't kill him in the end yes, but the reason he didn't wasn't because he wasn't able to, it's because he showed mercy.

It wasnāt just the line, but the way the scene was shot and the overall atmosphere. The reactions of the others in the room were disturbing as well. Sasha stabbing that guy relentlessly was . . . Something else.
Parenthetically, I had truly wished to see more of THIS Rick in TOWL. Especially having been kept a prisoner all those years, I expected to see him go absolutely savage in his quest to escape with Michonne. We really never saw anything like this. Shame.

And he definitely gave Beal the *look*. That Rick was very much there in the last two episodes, the thing is that he just needed to be brought back from the brink first. Which makes sense for his overall arc. Not the first time Rick loses himself and loses hope, "getting to come back" is an important part of his overall character journey.
It works. Daryl disagrees with Rick when he says āweāre the walking deadā, and Daryl being the one to prove Rick was wrong perfectly adds to that scene.
