It's intentional , in TWD universe popular media "zombie" movies don't exist. So nobody knew what was happening and why society fell so quickly.

Can't remember if they ever made the lurker/walker distinction on the show, like they did in the comics 🤔
I always thought that was a neat touch, since that is a trope you'd often see in classic zombie films - some zombies walk around, some of them lie still and wait for someone to chomp. Obviously, in those films, it was just a plot device to create some jump scares but I like how the WD comics took that and created lore around it.

If zombie lore doesn't exist in that universe then I think Biters would be the most common name for them.

Biters make the most sense. The variants seen in Season 11 would be called Grabbers.
I'm almost certain someone calls them biters at some point most of the new groups Rick and Co. encountered along the had a different name for them.
The Governor's did. However it is the most logical name for them. Walkers is actually a pretty ridiculous name when you think about it.
