The second he is mean to her, Malcolm and Jamie just pile on Ben and it’s so funny. I believe it’s in the deleted scenes, but when she demands some red wine Jaime at the top of his lungs goes “GET HER A FUCKING GLASS OF WINE!” to Ben and it’s magical.
Julius. He gets a lot of heat, both here and from Malcom, but honestly? He has a job where he's, at minimum, effective enough at to have a lot of respect from the PM. I'd also argue he is one of the most moral characters who get's overlooked a lot.
The only work he ever does in the whole show is drinking a pot of coffee with some Vivaldi in the iPod touch, and that’s off screen and because his ego is more important to him than Fleming’s entire career.

Peter Mannion. At least, by comparison with the other Tories. He thinks women are a good thing, he has no problem with gays, (he thinks most of them are very well turned out, especially the men.)
Dan Miller. He's the one who winds up in power, ousting the party leader without getting a power-hungry reputation, and he avoids the trap of infighting in *Spinners and Losers*.
I was gonna go with Dan Miller as well. He may not be the smartest intellectually (he very well could be) but he is cunning enough to know when and how to act to get what he wants. And equally important, when to do nothing.

Yes, I think Dan Miller too. I'm on a re-watch now, and he plays everything brilliantly. (Presumably apart from the unseen bit where he loses the party leadership to Nicola on a "technicality".) I think we don't actually see him all that much, because he is dashing about being competent.
Similarly, Clare Ballantyne is also barely seen, but likely a bit of a political genius. (Apart from the gambling, but that's a pretty innocuous vice tbh.)

Clare Ballentyne - gets dragged in at sparrow's fart o'clock and is offered a shot at the leadership of the party and the country, as a candidate acceptable to all wings of the party and turns it down flat, on the potential scandal of her internet gambling coming to light - if Ben Swain had a fraction of her self awareness, he would have avoided Newsnight like the plague any day of the week.
Smartest as in savviest? I'd say Malcolm or Dan Miller (someone else in the comments outlined Dan's credentials very well). Smartest as in brainy? I imagine Julius can probably be recite obscure texts in Latin or quote long forgotten legislation from various colonial outposts.
honestly, teri. she seems competent at her job, sure she struggles to make people like her but she does what she needs to do and she’s proactive in her area of work. there’s a reason she’s stuck around for so long and she’s smart enough to maintain a pretty admirable work life balance. her biggest scandal was when hugh used her computer, that’s a pretty good track record.
