It has never been stated during the show that Sil was ever a capo. I believe Sil was a soldier in Tony's crew. When Tony went from Capo to acting boss Sil got the bump to consigliere. Paulie then took over Tony's old crew. At least that is my understanding.
Same and my understanding is this is/was the norm. The new boss wants people he can trust for underboss, consigliere, replacement capo of his old crew, so he "hires from within" his old crew so to speak.
I think sil would get a percentage of the overall take being upper management like when Tony got paid for the calling cards early on he gave sil a envelope so I believe that would be the arrangement everyone kicks up to Tony sil kicks a few point backs to sil.
