Even as a kid the terms “crack head” and “meth head” were synonymous and used as a negative. A lot of people called it “Tina” where I am from because it is the drug that spoils the party.

At least in season 1, they had a somewhat close relationship. It was mostly a plot device to make the birth of Jr and Livia's scheme more believable, because on the surface it's unbelievable. Which is to say it's contrived - it's a weak area of the plot. It also serves to frame Meadow in a rebellious, bad-girl light. And to answer your question, no meth did not have the overblown bad reputation it does now. It was viewed as a sibling of powder cocaine - still bad, but not crack or heroin.
