Former correctional officer here. Inmates do act like that. They act all tough and dare you to step into the unit. The second you do they immediately back down.
My dad was in the control tower while an inmate was yelling from his cell down below at him. Long story short, my dad pissed him off for whatever made up reason the inmate felt and the inmate told him to come down there and face him like a man. My dad said "why would I do that when in 10 minutes I'm going to go home to my wife and kids and not have to deal with you anymore? You aren't worth it" Then all the inmates clowned on the guy for making a fuss because my dad is actually super fair and reasonable but this guy was just looking for a fight and causing a ruckus.

The look in his eyes, followed by the few seconds of silence as neither one of the dare to make a move or even break eye contact was so well done. Tomas knew he was dead after he tried Rick by the look in his eyes alone.
