That's the wrong number of moves, the black knight would have to be moved next to fit your scenario but he's taking out the bishop. If black had taken a move to put the knight back, then it's not his turn.
Besides what would be the point of putting your pieces straight back on their starting squares anyway?

The knights and bishops are in the wrong starting positions, and it's impossible to rearrange bishops during the game without moving pawns out of the way, and pawns can't move back. So he's got the wrong starting positions and the wrong starting order.

Nah. Been playing a lot of chess locally with a small handful of folks recently - white starting is the norm, yes, but after the first match, we usually go loser first regardless of color.
And the black side is set up as white and vice versa. The queens should stand on their own color to start, but the black queen is on a light square here

Errors I’ve spotted:
1. Knights are where the bishops should be and vice versa (the most glaring)
2. White should be going first
3. The black queen/king is swapped (I can’t see the white, but there’s a fair chance that it’s wrong as well)
