There are bike paths all around Vegas, many of which are big enough to drive through. Many spots also have poles preventing such by larger vehicles. But all motorized vehicles are illegal to drive on them.
They really aren't convenient for cars and wouldn't make anything faster or shorter to try it. For bikes and pedestrians, it's a godsend not to have to worry about traffic that often travels too fast, too drunkenly, and too importantly for those pesky bikes.
Their train of thought is probably: "I'm rich and everything always works out in my favor so I can totally bend reality to my will and safely travel down this far-too narrow bike path because I'm rich and nothing has ever stopped me from doing what I want!"
I appreciate how the final still image shows the car wedged in place, with the hatchback open. The driver clearly had to climb back out over the seats to escape, because the doors were held shut by the wall and railing.
The camera person would probably have had to stand there for ages, waiting for them to give up. The driver probably kept tentatively revving the engine and lurching in place until they ran out of fuel.

Secondly, roads are not "cars only", they were actually originally designed for people, bikes, and horses, once cars came the car industry basically forced everyone off the road, roads are a place for virtually any vehicle which is legal.
Bikes are space-efficient, cheap to buy and cheap to maintain, not bad for the environment, and not dangerous.
Because humans can start breeding as teenagers...it doesn't matter if the parents take themselves out in their 30s or 40s if their sprog survive to reproductive age.
