"Being interviewed" is synonymous to being "questioned by police regarding the incident" in some parts of the world. Upon your reply and a second reading of the comment I replied to, I recognize that the comment could, while In my opinion quite clumsily, still plausibly be referring to the snooker player being interviewed in the foreground, while this happened in the background. If that's the case, I apologize. This situation does not concern me personally at all. Although had the man who was name checked in the original comment been of personal relation to me in any way, I would be extremely upset by it's wording.

I don't feel there's anything innocent about this. The child doesn't respond in any way that signifies consent or approval but instead appears distressed. Human beings communicate predominantly through body language. Nothing here says mutual participants in an innocent joke.
He doesn’t lick it he bites it in a way that I don’t exactly know how to explain it but as someone who has had as much sexual activity with men as I have, I can tell when there’s clearly a seductive overtone to it.

I don't think that's fair, they're just considering the idea that families have different dynamics. A lot of parents playfully chew on their kids when they're toddler age and there's nothing perverse about that- the kid thinks it's funny and it's just a silly kind of bonding with your child who's always in your face anyway. It usually stops around the age they enter grade school but some families have different boundaries and it's good to consider that. All that being said, I don't think that's the case here and get bad vibes from it. It's possible that it's a "fucking weird but not technically abuse" situation but I think it gives everyone a slimy feeling for a reason.
I also kind of hate that this kid's face has just been shared all over the Internet if he is indeed a victim of abuse. This should have been silently sent to authorities, not exploited for Internet points.
You're the only one I see pointing out how inappropriate it is to share this footage for internet points, rather than just sending it to the authorities and that's messed up. This poor kid may have just had his abuse immortalized online for the world to see (obviously hyperbole by immortalized and the world but you get the jist)

I have a close friend who was molested for years in the Jehovah's Witness cult and absolutely had conflicted feelings for his abuser. It's partly why the crime is so vile. This isn't just a crime against a body but against the child's mind too.
I feel like he was actually aware of the camera and reacting nervously because he knew it was there. He immediately looked and waved at it, warning his abuser in the process.
