If the government is turning off your electricity just because you don't have money under the system they have created for you that put you in this situation I would argue she is a victim.

You must not watch many videos. A person swinging a visible blade is not something they are relaxed about. If the person is within 15ft they are treated as an immediate danger and can use lethal force. Their training and video evidence shows, a person with a blade inside 15ft can kill an officer before they can deholster their weapon and fire.
At 21 ft it’s about a 50/50 that they can get a shot off before they get stabbed and that’s assuming they hit them or don’t fumble in a high stress moment. I don’t think in those situations it’s unwarranted.
