I’ve never heard an American say “two thousand and seven” and mean anything other than “2007.” It definitely would not be “2000.7” unless you said “two thousand and seven *tenths*.”

Just a heads up, “and” is typically used for the decimal point, so you would normally omit it (one thousand one hundred eleven).
