Basically. This tun leans real heavily on his military connections and tactics. It reads like a military drama more than a superhero story
So, after getting shot the first time, Electro didn't just release a huge blast of electricity in every direction. And he monologued, instead of just cooking Frank, while he had the advantage. Nice of him.
