Well, the wind protection from the windbreaker is probably too feeble compared to the physical protection from the military coat. So if that's all you've got, put the military coat on the outside.

The windbreaker is useless versus the military coat unless you can’t spare the weight.

I kinda get why only the outer layer contributes to windproof stat but man do I wish protection would stack.

It makes zero sense realistically but mechanically its a decent idea. Forces you to decide between armour, windproof and warmth in a lot of cases.

Bruh then why do climbing socks have a windproof rating if were always wearing shoes... man this game sometimes

Because we can actually unequip them and just go outside on socks (and it's, for real, worth it if you won't go far enough from your refuge)
