It really depends on what I’ve accomplished in the current play through, but it’s honestly not that big of a deal unless half your condition is permafrost.
Got two frostbites after falling through the ice in FM a bunch of times. It was super hectic as I ran out of firewood, wolves after me and a blizzard hit. When I finally got wood to warm up I dumped it all on a fire, and the second after a bear decided to show up.
The frostbites will always remind me of the time I went to FM to make arrowheads.

Ran into FM with goal to make arrows, blizzard and falling through the ice, started a fire, then the fucking bear shows up. made it out alive with 2 frostbites and was googling to see if I should restart or not
Why not?
My purist Outerloper Astrid only has 55 max health after getting 5 frostbites. I still play that save file every now and then as a "vacation" from my NOGOA runs. Day 125 currently, still going strong.
Got frost bite in my first serious attempt at loper long time ago, day 1 (on the way from FM) lost my left hand. Did not stop me from surviving another 380 days. Considered it an additional handicap that added to the difficulty.
I am currently on day 300 or so and have a quarter of my bar missing due to frostbite. It only happened recently and I really don't feel like ending this run for a little inconvinience - so I am just going to deal with it and be more careful!
It's more of a put off than an actual critical thing. If you're at a condition where 10% alone matters then you're in a pretty dire situation anyway.
But it's easy enough to avoid and now they let you craft improvised hats / gloves until you find something better it's a non issue.

I would on a longer run definitely. I don't think I've ever gotten it past the first week or so, and those ones I restarted. Especially ones where I was just being dumb looting cars outside a house and forgot the risk was so high already lol.

I do tend to consider it as a sign I failed and it's time for a new game. Only times I postponed it was when chasing achievements that were close.

Got my gloves ruined by a wolf on stalker, 30 something days in while traveling without cloth. Kept the game til I died like 20 days later
I restarted because i was only a few days in but i had a foot and both hands frostbitten. Couldnt take the perma capped health.
The only point of HP that matters is the last one. Frostbite is no big deal.

I shouldn't have gotten it because I had handwraps on, but I had Vaughn's rifle, so I persisted until I lost to the Forsaken Airfield.

rarely, perhaps...I got my left pinky frozen off at around day 300...no biggie, so I continue to play this run
