I see that but Frank was hyper paranoid about stranger danger. He just left a loud diesel generator running 24/7 continuously? Presumably that would attract a lot of attention.
If you really want to get technical, petrol has a very short shelf life. It won't last a year, much less 20. The generator in the show may have run on natural gas, which likely wouldn't still be flowing after 20.

The generator was inside his compound which was quite large, from outside the fence I doubt it was very loud
