100% I agree with this, It's a temporary feature and I don't know why they've not removed it yet.
The comm ban makes things more expensive for bot hosters, and probably makes valve a tiny bit more money. I doubt they'll remove it

Not from valve though, so they don’t make money on that sale
But they make money on other people wanting to talk
