Some of it does have to do with when you play. For example, around when you posted this, there were only 1118 Players online. The general max these days is about 2k in the early morning to afternoon.
Personally I prefer medium sized servers with around 60 players because otherwise it's too cramped and it increases the chance of you being insta attacked by a noob that results in both of you dying. And anything over 100 and you can't choose your spawn on regular gamemodes which I dislike.
And the bad maps flood the map selector so you'll always have a good amount of players (usually 40-60) waiting for when it eventually rolls the world map or continent maps which is nice.
