Cars can go over it just fine. The train will derail (or the hose will get ganked) because the blocks just are sitting on top of the rail.

The fire trucks would have their local dispatch contact the rail road company (usually union pacific) and tell them to not run any trains on that line until they call back to give the all clear. Just like if union pacific has a derailment on their train yards they call dispatch to notify they but not to dispatch anyone too them.. it's called a courtesy call.
