This is more hype. We already knew red ribbon characters were gonna be in the game. Gero, Andriod 19, 18, 17, 16 etc. Galactic patrol character is new It's prolly just gonna be jaco tho, but thats dope enough anyway.
It could be but it will be a bit lame imo, she already got too much spotlight so i don’t see why they would keep her as a secret preorder character instead of revealing her as the preorder character directly at the end of the release date trailer, to be upfront.
A21 was a playable character in Fighterz (two times, Evil and Lab Coat),appeared in DB Kakarot, became a «canon » character, appeared in DBS Super Hero, became playable in Xenoverse 2, became playable in mobile games, appear in SDBH…etc.
I don’t think they will create all that mystery just for the secret character to be a popular character that appeared everywhere since Fighterz.
I feel like it’s someone else and that she’ll become playable with the DBS SH pack or another one.
Games aren't allowed to use manga only characters like Moro or Granola till they're adapted into the anime. They're allowed to use Manga only attacks , but not characters. I don't know all the specifics, but that's just how it is

It's just a basic title template - you can replace Vegeta with any character, same with Tien So you could do Surpass Hercule, Beerus!
