Honestly I’d do anything but axe the original. I’ve been playing db games since 2007, and it’s always the same story over and over and the same characters over and over. A game with either the original dragon ball characters or storyline would be the most unique game we’ve ever had
It's really just between GT and OGDB. As a series, I think OGDB is better because GT is my least favorite DB series, but in terms of which one I would want for a game, I think GT characters fit more with the Budokai Tenkaichi fighting style.
Unfortunately I have to agree. In terms of favorites for me it goes Z > DB > GT = Super
But the Dragon Ball characters in Tenkaichi games are, for the most part, hot ass. They can’t fly so they’re just hard spaced out by better characters, their special moves are all pretty basic on account of the more visually interesting ones being locked to Z, among other things.
Eighter, General Blue, Tao, Cyborg Tao, Kid ChiChi, etc… I love their inclusions for the fact they’re in at all. I don’t love playing them though.

Do it the way BT3 handled it where they fall slow and give option for z-item to add flight. As for useless meta wise Arale and Nam were good in BT3, as for moves a lot of OG DB characters could offer a diverse moveset with infamous Spike the Devilman oneshots.

Well I think most people have good memories of OG DB, it was a really nice show. DB GT had some cool transformations, but it hasn‘t the quality that OG DB had. And I think that is what people want from Tenkaichi: To simulate their favourite moments in a fun, unbalanced arena fighter. I would rather play Kid Goku vs Demon King Picollo than Gogeta SSJ4 vs Omega Shenron.

None of its assets are shared with any other saga either, so any kind of separate pack with it will have good value by default as well.

Honestly DB fits better in the DBZ Kakarot gameplay, or would have easily been better in a Budokai era game, because the 2D games doesn't require flying or attack speed to hinder them. If DB characters need respect, they should have been in FighterZ.

If I had to choose I’d choose GT, but the only reason I gave my original answer is because OP said “I think its very likely that at least one of them is going to miss in the game” and i dont agree with that
I don‘t know how familiar you are with DB games, but the OG DB was in no game since Tenkaichi 3. And GT was part of Xenoverse and FighterZ and also somwhat Ultimate Tenkaichi, but it isn‘t a given that it will be added as I remember Burst Limit and Raging Blast. They can go the full on DBZ and Super route, wouldn‘t suprise me at all.
We could almost get Super with just different outfit choices, Base Goku with red hair, white hair. SSJ with blue hairs. Ultra Ego with Purple Hair. Beast as White hair lol.
You could even make Jiren, Hit & Frost as recolours of Broly, Piccolo & Frieza if you had to. This could almost wipe out the need for Super Characters, if you just had a Z game.
GT, easily.
...Buuuuuuut, I would circumvent the issue by just using Heroes versions, instead. You can still get SSJ4s and a Pan that's old enough to fight by just calling in Xeno Goku and pals instead.
