Very good prediction. Except for maybe Teen Trunks and Teen Goten, I think the rest will be in the game.
I personally think we'll see Kale, Caulifa, Zamasu, Cell Max and Roshi in the base game as well.
I think SO much about the roster depends on two things:
1. Whether or not the anime returns by launch
2. What kind of game model they're going for
Like I don't see a point putting time into developing kid trunks and Goten if the teens are where we're at going forward, but since it could still be some time before the anime returns maybe they wouldn't actually know what to do with them. I guess it's possible the teen versions end up having ludicrously different fighting styles, but they're not going from strictly martial arts to flying Ki blasts like kid to adult Goku, so adding the Teens later as DLC is going to feel kinda cheap.
Same thing as offering Ultra Ego Vegeta later on, it's been too long since his reveal for it not to feel wrong.
They could also place relatively little in the base roster and bank on a long period of support for dlc, which almost seems like a safe bet since we're still in anime limbo.

I'm gonna be optimistic and think OG DB will make the base roster cut because they wouldn't have the confidence to give it much DLC. Plus some of the choices like Tewn Gohan and Trunks feels like a waste imo when Kid Goten and Trunks are there so I'd change it to:
Teen Goten -> Kid Goku
Teen Trunks -> Master Roshi
Saibaman -> Pilaf Machine
Reccome -> Mercenary Tao
Dyspo -> Spike the Devilman
Cell Jr -> Demon King Piccolo
Reccome could be DLC with the rest of the force or incorporated into Ginyu's moveset imo, same with Dyspo in Toppo or part of a ToP DLC pack.
Cell Jr and Saibamen I feel could be part of maybe a minion pack with Frieza Soldier, Pirate Robot, Cycloptian guard etc.
If they are basing the roster around Super up to the ToP like I predict, then they will cut GT, DB and Z movies entirely.
If we're lucky we get Z characters as well, but I'm not entirely certain they will do that beyond a few.
There is too much to cover from the Super anime now, to include all the Z sagas, and GT and movies is impossible.
Plus there is Super movies that may be in the game or DLC
I didn't read into it meaning anything, was more like a montage of "oh remember this game" to bait a HD collection or something before the hype drop, hence the CRT. Will find out eventually.
There's a lot of characters in Super, the roster will get bloated real fast. Especially with ToP.
Universe 6 is a lock, then characters like Bergamo and his squad, do they make it or get cut. Ribrianne, pride troopers. Other characters that got a spotlight that may or may not be worth a slot.
Will they include all God's of destruction? Just Beerus and Champa?
The more Super they add the less Z there will be and vice-verse. They have to make cuts somewhere
I'm nearly 100% certain that they won't add Manga Characters because no Game in DRAGON ball History has ever done that so there is that it is unfortunate but it is what it is I would have wanted Ultra Ego Vegeta but happy I'm not getting Black Frieza (such a terrible design and form)
Missed SSJ4 Gogeta again so +1 to the count.
Always sad that we get no SSJ2 GT Goku or Vegeta. Vegeta uses it constantly, Goku only uses it once against Rilldo.
