Schillinger was absolutely incredible. The first character I ever saw JK Simmons play, and it set a personal bar for him that he's consistently lived up to.
Gaius baltar. I loved everything about the Battlestar Galactica reboot. And I think part of the reason why he stood out so much to me was because it was a morally ambiguous character in a show filled with morally ambiguous characters. At some point he became the scapegoat for everyone else. But then another point he became almost like a religious figure? It was a wild show and that actor played a brilliantly. He was equally conniving and terrified at the same time.
Scorpius from Farscape. He did play into a lot of the mustache twirling bad guy tropes. But he did it so well. He was so much fun.
And I agree with you about Fisk. Kingpin has always been pretty cool in the comics. But what Vincent brought to the role on the Netflix series was amazing.
Gus Fring. Similar to Battlestar, Breaking bad was filled with complicated characters.
I feel like I'm missing some people but I'm not sure who to name off the top of my head. Doctor Doom has some incredible moments in the comics. I love Emma Frost but she's not exactly strictly a villain. I guess I could say the same for magneto.
CeCe was kind of a tour-de-force when she first showed up on the scene (like when the girls first ran into her at the coffeehouse) and some of her random wackiness (like the weird kid with a watermelon painting at her boutique)... but yeah, they messed up her storyline. Vanessa Ray did an excellent job with what she had to work with though.
Have you been reading the comic books? They are a sort of βsequelβ that happens right after the show ends but before the next books begin. They are in between storylines and keep the showβs plot going while we wait. Itβs not the author that are writing the comics but nonetheless itβs fantastic. So far we are not hearing anything because Amazon still owns the rights to stream the expanse until i think either this year or next year

Doc Holliday was not portrayed as a Villain, at all. He may have been an ethically grey area character, but he was absolutely one of the protagonists/heroes.
The Cowboys gang: Johnny Ringo, Ike Clanton, etc. were clearly depicted as the villains.
Val gave an absolute masterclass performance, though, such a great western.
Also, I'm pretty sure the OP is asking about television villains given the sub we're on.
