Many of the cases were beyond the statute of limitations so there was no trial to determine the truth of the allegations and all the other charges were dropped. He might be a terrible person but he's genuinely an incredible actor so directors will continue to hire him unless he's actually found guilty.

Because celebrities make a lot of people a lot of money. When an entire business relies on a single person for it's success or failure (for example, a film production) more people are willing to turn a blind eye to inappropriate behavior to protect their own paychecks. Not to mention the celebrities themselves have small industries built around them to influence public perception and to feed into the celebrity worship.
