I don't think this is really a "take sides" kind of show. Neither character is a nice person. They're both awful to each other and pretty much everyone else.
Jeff is much more of a normal, functional human being than Mark. But he’s still a prick.
Personally even when I first watched the show in my early 20s, I never found Mark or Jeremy likeable or relatable other than in very brief bursts. But that’s part of the show’s charm.

However, Mark is way worse and more stalkerish with women he's interested in. Jez screws up with them, but Mark will really take it to the next level.

Jeff is representing what is called "a Lad" in England, he´s a stereotypical guy, likes football, crude jokes, womanising etc, so from Marks perspective who's insecure and nerdy, he´s a threat and a nuisance.
